At the end of the year 2016 financial year, the state was able to generate and collect over N 23bn through various IGR efforts, thus recording a 70% growth from the N 13.56bn generated in 2015, thereby making it the highest ever in the state.
On capital investment, at the ens of 2016 financial year, the state invested over N62bn in capital projects, thereby making it the highest ever in any fiscal year.
The single Account operations Manual was also launched in September, 2016 which makes Kaduna the first state in Nigeria to release the operations Manual since the adoption of the TSA policy.
On monthly Salaries and Pension: the administration has paid over N4bn for five batches of outstanding gratuities and death benefits to state and Local Government employees adding that the additional batches are been computed and will be paid in due time.
According to the ministry of finance report so far and made available to tracereporter stated that the state has always ensured the prompt payment of salaries and pension around 25th of every month adding that they are also committed to clearing the outstanding Gratuities and death benefits inherited from past administrations”
On Infrastructural Development: the state government has carried out general renovation of the state secretariat, park and garden, construction of parking lot behind Ministry of Agriculture, upgrade, renovation of the frontage of the state Secretariat complex along Independence way and landscaping of the Ministry’s surroundings.
Human Capacity Building: The Ministry successfully had the first ever capacity building workshop for all Finance and Accounting staff across the state, the workshop was aimed at bringing the staff up to date with present global best practices, while reinvigorating the sense of ownership, creativity and efficiency in the discharge of their duties.
On Institutional Framework: the unit was instrumental in getting the Paris club refund if N14.2bn from the Federal Government and the unit also maintains and analyses the state’s debt portfolio.
Also the Cash Management Unit (CMU) generates regular cash flow and cash balances forecast to determine the cash requirements of the state in both immediate and long term needs to facilitate planning.
Legal Frameworks: under the legal frameworks, the state was able to established some laws which includes, the Fiscal Responsibility law, 2015, Public Finance Control and Management Law, 2916, the Tax Codification and Consolidation Law, 2916 and Pension Reform Law, 2016, it also include Kaduna State Financial Instruction, 2017 and Cashless Policy.
The Fiscal Responsibility Law, 2015 : the law ensures fiscal prudence and transparency, it restrains government from arbitrary spending while the Public Finance Control and Management Law, 2016, the state inherited a 1958 Law and revised it to accommodate present say realities, the Tax Codification and Consolidation Law, 2016 was established to harmonises all taxes and levies in one document, while vesting revenue collection in One agency Kaduna state Internal revenue Service (KADIRS) and jettisons multiple taxes, the Pension Reform Law, 2016 was establish to provide a uniform set of rules regulations and standards for the administration and payment of retairment benefits for the public service of the state.
The Kaduna State Financial Instruction, 2017, is a two in one policy document which encompasses the Kaduna state Financial Instructions, 2005 and Stores Regulations 2005. And the Cashless Policy was adopted in the year 2015 and presently has a great impact on the state Internally Generated Revenue (IGR) by minimizing revenue leakages and ensuring probity and accountability in government programmes.
